Overview
The WMCA (West Midlands Combined Authority) is seeking to commission consultancy support to develop the evidence base for the strategic need for better regional data infrastructure, and options for the development of a regional data store facility. This work should adopt an approach which builds on the current capacity and capability in the region.
A key output identified by the WM Digital Roadmap is the development of a proposal for a West Midlands Datastore. This recognises that whilst there are pockets of excellence and expertise in the region on data, there is limited connectivity between organisations and individual datasets, thereby reducing their value in addressing policy challenges.
The successful consultant will be leading the development and delivery of this work, working closely with a small group of WMCA and Local Authority officers and regional stakeholders, including private and third sector organisations. Stakeholder engagement should involve more than consultation and give partners some degree of authorship over how a datastore would work in practise to create an efficient data sharing platform.
