Birmingham City Council (BCC) is seeking to establish a new works services framework to support the delivery of high-quality, cost-effective construction services across a range of service areas. BCC has a substantial and diverse construction spend profile, supported by a significant pipeline of projects varying in type, value, and complexity.

This is underpinned by a property, plant and equipment portfolio valued at approximately £7 billion, alongside ongoing investment in the maintenance and improvement of schools, transport infrastructure, and housing. Eligibility & compliance

The purpose of this engagement is to: • Inform the proposed framework structure and lotting approach • Understand market capacity across contractors and specialist trades • Gather feedback on commercial models, pricing mechanisms, and risk allocation • Explore how the framework can best support SMEs, local suppliers, and supply chain participation • Ensure the framework is attractive to both regional and national contractors The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.

This notice is based on a closed framework with a 4 year term but we reserve the right to go forward with an alternative term or framework (such as on open framework).
