Medium Complexity

PfH, a national procurement consortium for social housing, is setting up a four‑year framework agreement to buy building and construction materials across the UK. The contract will be split into several lots and is aimed at suppliers who can provide a range of material supply routes.

Requirements

  • No specific requirements listed in the notice — check the full tender documents.

Key Tasks & Deliverables

  • Supply a wide range of building and construction materials to social housing providers across the UK
  • Deliver materials through multiple supply routes as defined in each lot
  • Maintain compliance with PfH and Inprova procurement standards for a four‑year period

How to Read This Tender

  • 1Read the lot descriptions carefully – each lot may cover different material categories or delivery methods, and you can bid on the ones that match your capability
  • 2Check the “Framework Agreement” section for terms on contract length, pricing mechanisms and performance reporting – these affect your cost model
  • 3Look for any mandatory certifications (e.g., ISO, construction product standards) in the full tender documents even if they are not listed in the summary
  • 4Note the deadline for submission and the required format (e‑mail, portal upload, etc.) to avoid disqualification
  • 5Identify the evaluation criteria – price, social value, and sustainability are common for public housing contracts; tailor your response accordingly

Tips for Small Businesses

  • Consider partnering with another supplier to cover lots you cannot fulfil alone – joint bids are allowed on many frameworks
  • Highlight any social value you bring, such as local employment or training, as this can boost your score against larger competitors
  • Use the framework’s dynamic purchasing system to win individual orders after the framework is awarded, giving you ongoing business without re‑tendering
