Overview

The Norbury School invites suitably qualified and experienced contractors to submit RFQ (Request for Quotes) proposals for the replacement of the existing failed artificial grass surfacing and associated groundwork works at the School premises. A drainage system will also be part of the works.

The project must be programmed to commence immediately following the end of the School summer term in July 2026 and achieve full practical completion prior to the commencement of the September 2026 term to avoid disruption to School operations, staff, pupils, and visitors. The estimated resurfacing area is approximately 565 square metres.

The Contractor shall provide all labour, supervision, plant, materials, temporary works, transport, testing, certification, waste management, and all associated works necessary to complete the project in accordance with this specification and all applicable UK legislation, standards, and health and safety requirements. Please DO NOT contact the school directly as all communication must go through our consultant.

Medium Complexity

Norbury School needs a contractor to replace a failed artificial grass sports surface (565 square metres) and install a new drainage system. The work must be completed during the summer holidays between July and September 2026 so the school can reopen on time without disrupting pupils and staff.

Requirements

  • Must be suitably qualified and experienced in grass resurfacing and drainage projects
  • Must comply with all UK legislation applicable to the work
  • Must comply with all relevant UK standards for sports surfaces and drainage
  • Must meet all Health and Safety requirements
  • Must provide evidence of ability to manage waste properly
  • Must be able to complete all work and testing between end of July 2026 and start of September 2026 term
  • Must obtain and provide all necessary certifications for completed work

Key Tasks & Deliverables

  • Remove and dispose of existing failed artificial grass surface covering 565 square metres
  • Complete all associated groundwork necessary to prepare the base for new surfacing
  • Design and install a new drainage system for the resurfaced area
  • Install replacement artificial grass surfacing across the 565 square metre area
  • Undertake all testing and inspection of the drainage system and new surface
  • Obtain and provide all relevant certifications for the completed work
  • Manage and dispose of all waste materials from the project
  • Arrange and supervise all works with appropriate site supervision

How to Read This Tender

  • 1This is an RFQ (Request for Quotes), which is simpler than a full tender — the school wants quotations rather than detailed competitive bids, but you still need to be thorough and professional.
  • 2The critical constraint is the timeline: the entire project must fit in the summer break (roughly 6-7 weeks). Check if your team can mobilise quickly in July and work efficiently — delays will directly impact the school's reopening.
  • 3The specification mentions 'all applicable UK legislation, standards, and health and safety requirements' — this is broad language that means you'll need to identify what applies to sports surface installation, drainage, and ground works in your area (building regs, environmental regs, HSE rules, etc.). The tender pack should clarify this.
  • 4Contact the procurement consultant (Mike Newell) to get the full tender pack and arrange a site visit — do not go direct to the school. A site visit is essential because you need to see the existing surface condition, ground conditions, and drainage challenges in person.
  • 5Watch for hidden costs: temporary works, traffic management, weather delays, and ensuring the school can still operate normally during works (e.g. alternative access, dust control) can add expense — price realistically.

Tips for Small Businesses

  • This is a good-sized project for a specialist SME, but the tight 6-7 week summer window is the real challenge. Consider whether you can subcontract elements (e.g. drainage design/installation) if you're primarily a grass surfacing specialist, or team up with a drainage contractor in a joint bid — both approaches are common in school projects.
  • Schools often score highly on social value in procurement (apprenticeships, local employment, community benefit). Even though this is an RFQ not a full tender, mention any local hiring, apprenticeship opportunities, or community benefit you can offer — it strengthens your bid.
  • Get the site visit booked early and ask specific questions: existing drainage performance, ground stability, soil type, access constraints, and whether any utility surveys have been done. Understanding the ground conditions will stop you from underpricing or overpromising timescales.
