Overview
The Equality and Human Rights Commission (EHRC) has committed to two discrete but overlapping projects within its current Business Plan, for which it seeks a tender from panel counsel. Counsel will be asked to provide an in-depth legal analysis of the core human rights obligations and standards covering: a) the use of restraint, including but not limited to physical restraint, isolation, chemical restraint, use of Tasers and mechanical restraint used with the intention to modify or control behaviour; and b) Articles 3 and 8 of the European Convention on Human Rights (ECHR) in prisons and youth criminal detention settings.
