Overview

Lewisham Council (the Council) invites you to submit a Tender for the Adults Community Drug & Alcohol Service. The overall purpose of the Service is to support individuals experiencing drug and/or alcohol-related harm and to increase the number of people who enter, remain engaged in, and successfully complete effective treatment.

The Service will place a particular emphasis on quality and meeting the needs of individuals with drug and alcohol needs, delivering a broad range of evidence-based interventions tailored to risk, need and clear recovery goals. This procurement will be undertaken using the Provider Selection Regime (PSR) Competitive Process, in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The contract will be between the successful Tenderer and the Council for the period of 3 years with the option to extend for up to a further 6 years (3 + 3 years) at the Council’s discretion (3 + 3 + 3, 9 years in total).

High Complexity

Lewisham Council is looking for a service provider to deliver drug and alcohol treatment and support to adults in the community. The successful bidder will help people access treatment, stay engaged with services, and achieve recovery goals through evidence-based interventions tailored to each person's needs.

Requirements

  • Must be able to deliver evidence-based drug and alcohol interventions
  • Must demonstrate ability to meet individual needs based on risk assessment and recovery goals
  • Must comply with the Health Care Services (Provider Selection Regime) Regulations 2023
  • Must be able to operate under a 3-year initial contract with potential 6-year extension (up to 9 years total)
  • Must show quality assurance and performance monitoring systems
  • Check full tender documents for clinical governance, staffing qualifications, and service standards requirements

Key Tasks & Deliverables

  • Deliver evidence-based drug and alcohol treatment to adults experiencing substance-related harm
  • Support service users to enter treatment programmes
  • Maintain engagement of service users throughout their treatment journey
  • Help service users successfully complete treatment and achieve recovery goals
  • Provide tailored interventions based on individual risk assessment and recovery needs
  • Monitor and report on service quality and outcomes

How to Read This Tender

  • 1This is a 'Provider Selection Regime' (PSR) procurement under healthcare regulations — it's more flexible than standard NHS tendering but still follows strict rules, so read the regulatory guidance carefully
  • 2The contract runs for 3 years minimum but the Council can extend it twice for 3 years each — budget your proposal to cover at least the 3-year period, but show how you'd scale for potential extensions
  • 3Look for the 'Service Specification' document in the tender pack — this will detail exactly what treatments and interventions they expect, how many service users you need to handle, and performance targets
  • 4Check if they specify which drugs/substances (heroin, crack, alcohol, etc.) and whether they want both residential and community-based options — this affects your staffing and resource costs significantly
  • 5Social value and local employment are often scored heavily in council contracts — highlight any community benefit, local staff hiring, or partnerships with local organisations

Tips for Small Businesses

  • Consider forming a consortium with a larger specialist provider if you're small — councils often prefer established organisations for healthcare services, so partnering with a proven operator can strengthen your bid
  • This is a competitive tender likely to attract multiple bids from large charities and providers — differentiate yourself by showing strong local connections, lower overhead costs, or innovative delivery methods that large organisations can't match
  • Budget carefully for the full contract value across 3 years and include enough contingency — underbidding to win is common but unsustainable; councils often review performance annually, so poor delivery will harm future bids
