Investigate different approaches to building facilities and asses the respective risks and benefits of these including impact on capital costs, and revenue costs. 6. Highlight the realistic potential for external funding to contribute towards the cost of this project, including the possibility of contributions where co-location of services is proposed. 7. Provide a report clearly outlining the opportunities, priorities and recommended facility mix options to the Council, along with a clear brief for subsequent site search and technical assessment/feasibility work to be commissioned.
