Introduction
Social Care Wales intends to commission a programme of work to design, develop and prepare a ready to launch Multi-Disciplinary Team (MDT) Support Offer for local authorities across Wales.
This commission seeks to establish a consistent, evidence informed and scalable national approach to MDT support that complements existing regional and local arrangements and strengthens organisational capability across the Welsh social care system.
For the purposes of this commission, an MDT is defined as a team bringing together a range of professional expertise to provide targeted, strategic and tailored support to local authorities. The proposed offer will help organisations address complex challenges, build capability and deliver sustainable service development and transformation.
The successful supplier will design, test and refine an implementation-ready model, including governance, operating arrangements and delivery options. The final outcome will be a fully developed, costed and validated MDT Support Offer, approved by Social Care Wales and ready for national launch by October 2027.
Scope of the Opportunity
The successful supplier will be responsible for designing and developing a comprehensive MDT Support Offer rather than delivering the future service itself.
The commission is expected to include
- Co-design and engagement with stakeholders across the Welsh social care and improvement system.
- Mapping and analysis of existing innovation, improvement and MDT support arrangements.
- Evidence reviews and horizon-scanning activities.
- Design, development, testing and refinement of the MDT Support Offer.
- Development of governance, operating and delivery models.
- Production of implementation and launch materials.
- Development of costed delivery scenarios and recommendations for future operation.
The commission does not include
- Delivery of the future MDT Support Offer.
- Recruitment or employment of MDT staff.
- Ongoing operation or management of the MDT service.
- Direct intervention within local authorities beyond agreed design and testing activities.
- Procurement or development of digital platforms unless specifically agreed.
Key Requirements
Suppliers will be expected to demonstrate capability across several interconnected disciplines, including:
- Service design and transformation.
- Organisational development and improvement.
- Stakeholder engagement and co-production.
- Social care policy and practice.
- Research, evaluation and evidence synthesis.
- Systems thinking and future-focused design methodologies.
- Programme management and governance design.
A strong emphasis will be placed on meaningful co-design, with stakeholders expected to play an active role in shaping, testing and refining the model. The successful supplier will be required to develop and deliver a comprehensive engagement programme involving local authorities, system partners and wider stakeholders.
The successful supplier will also need to analyse the current improvement support landscape across Wales, identify opportunities for alignment and integration, and ensure that the final offer adds value without duplicating existing provision.
