The original advertisement was made via Find a Tender F02: Contract notice Notice identifier: 2024/S 000-037200 Procurement identifier (OCID): ocds-h6vhtk-03cffc In relation to award criteria the competitive dialogue procedure consisted of multiple stages, each with it's own award criteria. The criteria for each stage were published in the first stage/ initial advertised documents.
Each stage consisted of a mix of quality and price considerations with pass/fail elements and qualitative scored questions. The contract award value consists of the capital build cost for the new facility, in addition to anticipated income over the full 25 year (20+5) contract term.
The figure does not include any outgoing spend/expenses on the facilities during the term, and the full £235,313,959 is not therefore reflective of the actual income/ return generated on the facilities. The total figure (excluding costs to be incurred on the facilities during their lifetime) has been used for the purposes of ensuring consistency with the original advert notice which estimated a predicted contract value of £195,000,000.
