Contract Award Notice and Consultancy Value Statement Consultancy Value Statement: Value to be delivered Name of Supplier: PA Consulting Services Ltd Title of Contract: 701545413 - Provision of External Support for Clyde Naval Base (CNB) Requirement Summary: CNB has worked alongside the Future Marine Support Programme (FMSP) Design Authority since late 2018 to deliver the waterfront solution to the Defence Equipment & Support (DE&S) Central Team (CT) Op Model design. Endorsed by the Senior Responsible Officer (SRO), the FMSP Operating Model places greater responsibility on the Naval Base for: - Supplier Performance Management. - The delivery of planned outputs from Hard FM and Alongside Services and, Soft FM Lots. - Coordination between the above and other FMSP Lots operating from the site in order to ensure effective contract management and integration to deliver operational outcomes (Submarine Engineering, Naval Ship Support and Warehousing and Distribution). - The realisation of CNB's committed contribution to improved performance benefits within FMSP.

CNB has responded to each of these challenges, adopting the broad FMSP Op Model principles as designed by NC and DE&S to deliver them. What remains is realising the detail of the core contract management function which sits at the centre of the Service Delivery Group structure.

CNB is increasing its Service Delivery resource to support the FMSP contract management function. Commercial procurement of FMSP has placed a significant burden on a small number of NB personnel.

Additional details

Coupled with ongoing delays to the procurement and recruitment of the above additional personnel (who's early deliverables in post would have been to assist with this work), further support is required to develop the broad model to the implementable level of detail required ahead of 1 Apr 21. Contract Value: £98,975.00 Key Outputs will include: a.

Delivery of the key contract management processes to be in place on 1 Apr 21 and start the development of the CNB SDG Handbook. b. Definition of the SDG information environment, aligned to MIDAS, the adoption of COMPASS as a central database and process repository, and other existing systems such as CP&F. c.

Identification of other CNB contract management processes which will change under CNB FMSP Op Model, and which are not yet at an implementable level of detail. d. Support scenario testing of the key processes to be in place by 1 April 21.

Consultancy Value Statement: Actual Value Delivered Non-Financial Value Statement: All key outputs were delivered at dates required and the benefit to the organisation is complete process maps in support of the new SDG organisation that has been implemented to support the ongoing performance management activity of the FMSP contracts at CNB. Scenario testing session was completed and points / recommendations from this were updated in the process maps and where required.
