How to Read This Tender

  • 1This is a 'fully managed programme' — the Council isn't asking for one-off jobs, but wants you to take responsibility for the entire service across all their properties. You'll need to show experience managing multiple sites and scheduling work efficiently.
  • 2Pay close attention to 'statutory and regulatory requirements' — doors and assisted living equipment are highly regulated (fire safety, accessibility, health & safety). The full tender documents will spell out exactly which regulations apply. Make sure you understand these before bidding.
  • 3The Council says they'll support you through the process and answer questions fairly — use the In-Tend system's Correspondence facility to ask for clarification before 25th June 2026. The answers go to all bidders, so this is your chance to level the playing field if something is unclear.
  • 4Don't email your quotation or use any other method — the Council will literally ignore it. Submissions must go through In-Tend's 'My Return' section only, by 6th July 2026 at 5pm. Set a reminder days before the deadline.
  • 5The phrase 'best value and right-first-time outcomes' suggests the Council cares about quality and efficiency, not just lowest price. In your bid, emphasize your track record for getting jobs done correctly without callbacks or rework.

Tips for Small Businesses

  • If you're not experienced in assisted living equipment maintenance, consider partnering with a specialist subcontractor who is. You can bid as the lead contractor and subcontract that part of the work — the Council will likely accept this as long as your supply chain is reliable and you take accountability for the whole service.
  • Social value matters in Council contracts. Look in the full tender documents for any scoring on local employment, apprenticeships, or community benefit. Highlight if you employ locally or train young people — this can be a real advantage for SMEs competing against larger national firms.
  • The Council is actively helping tenderers with their questions — this is a sign they want good-quality bids, not a race to the bottom on price. Invest time in understanding their full requirements and asking detailed questions about volume, frequency of work, and service level expectations. A well-researched bid will stand out.
