How to Read This Tender
- 1This is a framework agreement, not a single contract — it creates an approved supplier list that multiple public bodies can call off from. You need to understand which Lots (service areas) you can credibly bid for; you don't have to bid for all four.
- 2The tender uses MultiQuote as the e-tendering platform — you must register and log in there to see full tender documents and submit your bid. Registration is free but mandatory.
- 3Four separate 'Lots' are available — you can bid for one, some, or all of them depending on your capability. Bidding for multiple lots shows breadth but only bid for what you can genuinely deliver.
- 4CPC is bringing this in-house after outsourcing, which suggests they want a fresh, well-structured framework with clear pricing and service standards — focus your bid on efficiency, quality assurance, and understanding the public sector client base.
- 5Look for the full tender documents on MultiQuote for scoring criteria, contract terms, volume forecasts, and pricing models — this summary gives you the overview but won't tell you how you'll be evaluated or what the contract length is.
Tips for Small Businesses
- Consider your capacity honestly — HR, Payroll, and DBS screening require compliance expertise and reliable systems. If you're strong in one area (e.g. payroll), bid for that Lot only; you can always subcontract or partner for the others rather than overcommit.
- Payroll and screening services are high-volume, low-margin work serving institutions with tight budgets — highlight your systems, automation, and cost efficiency rather than just experience. Public sector buyers prioritise reliability and value for money.
- This is a framework for multiple public sector organisations (schools, councils, universities) — emphasise any existing relationships or case studies from these sectors. If you don't have them, highlight why your service model suits large-scale, compliance-heavy clients and consider partnering with a more established provider to strengthen your bid.
