Medium Complexity

Chalfont St Peter Parish Council is seeking a contractor to completely redesign and rebuild Boundary Road Playground near Lovel End School. The work involves removing old wooden equipment, installing new play equipment suitable for ages 1-12, laying safety surfacing, doing groundworks, and obtaining safety certification — all to modern British and European standards.

Requirements

  • All playground equipment must comply with BS EN 1176 (British and European Standard for playground equipment)
  • All safety surfacing must comply with BS EN 1177 (British and European Standard for playground surfacing)
  • Contractor must organize and pay for an independent RoSPA (Royal Society for the Prevention of Accidents) post-installation inspection and safety sign-off
  • Contractor must rectify any issues identified by RoSPA inspection at their own cost
  • Equipment must be suitable for children aged 1 to 12 years
  • Contractor responsible for removal and disposal of designated existing equipment as agreed with the Council

Key Tasks & Deliverables

  • Design a new playground layout suitable for ages 1-12
  • Remove and dispose of existing ageing wooden play equipment
  • Remove and dispose of existing wood chip safety surfacing
  • Undertake groundworks to prepare the site
  • Supply and install new, modern play equipment
  • Supply and install new safety surfacing (replacing wood chip)
  • Obtain independent RoSPA inspection and safety certification
  • Rectify any defects found during RoSPA inspection

How to Read This Tender

  • 1This is a design-and-build contract — you're not just installing pre-designed equipment; you need to propose an exciting playground design that appeals to a wide age range (1-12 is quite broad), so think carefully about variety and inclusivity.
  • 2Standards compliance is non-negotiable: BS EN 1176 and BS EN 1177 are the rules for playground safety. Check you can source equipment that meets these, or budget for compliance testing. Many playground suppliers will confirm this upfront.
  • 3The RoSPA inspection is a hard requirement and you pay for it — don't forget this cost in your quote. RoSPA will inspect everything post-installation, and you must fix any failures at your own expense, so build in a contingency.
  • 4Check the Parish Council website link provided for the full tender documents — this summary doesn't include timescales, budget, site access details, or procurement process details (e.g., deadline, evaluation criteria), so download those before committing to a bid.
  • 5Look for any Ground Conditions Survey or site plans on the council website — you need to know if there are underground services, slopes, drainage issues, or access constraints that affect your groundworks estimate.

Tips for Small Businesses

  • If you're not a playground specialist, consider a consortium or subcontracting arrangement: partner with an established playground equipment supplier and a landscaping/groundworks firm. This spreads risk and lets you compete against larger contractors.
  • Social value scoring is often used in council contracts — highlight any local employment, community involvement (e.g., children's input on design), or sustainability measures (e.g., recycled-content surfacing, local suppliers) in your bid to score higher.
  • Get quotes for RoSPA inspection early and confirm turnaround times. If RoSPA is busy, delays could push back your final sign-off and handover. Factor in 2-4 weeks for inspection and any rework.
