Overview

Brighton and Hove City Council has gone out to tender for the Provision of Money Management Services. The tender includes Money Management and Cash Handling Services for Adults with Care Needs ( Lot 1) and Money Advice for Council Tenants and Leaseholders (Lot 2).

The Service will be provided to Individuals in the community who for reasons of physical or mental capacity, or safeguarding risk need support in managing their personal finances or accessing their money. The aims of the Service are to support Individuals in living independently by preventing debt related issues and to ensure essential bills are paid.

The Service Provider will provide debt management support and help maximise income by accessing all available benefits and entitlements, whilst safeguarding vulnerable adults from financial exploitation. The Service Provider will operate from a central location within Brighton & Hove which is accessible to the public and can be reasonably accessed by public transport.

  • Lot 1Money Management and Cash Handling Services for Adults with Care Needs: This contract is for the provision of money management and cash handling services for Individuals, aged 18 and above living in Brighton & Hove with eligible social care needs
  • Lot 2Money and Debt Advice for and Leaseholders: This contract (Lot 2) requires a specialist debt and money advice service for council tenants and leaseholders who are experiencing, or at risk of, financial difficulty

Additional details

The Service will be available Monday-Friday, for 52 weeks of the year. The premises will comply with access requirements as laid down in the Equality Act 2010.

The Service Provider will also provide cash deliveries and home visits to people in their own home. This will not be confined to the Brighton & Hove City area.

The successful Service Provider will respond to and help address the current and emerging financial pressures facing the people we support and the increasing risks to tenancy and leasehold sustainment through a trauma-informed and person-centred approach to money and debt advice. The Service will be provided to any council’s tenant or leaseholder who needs support to resolve a personal debt problem(s) and/or benefit issues in order to maximise household income.

It will also assist and enable tenants and leaseholders to pay their council rent, leasehold charges, mortgage and council tax which are considered priority debts due to the serious consequences of non-payment, including deductions from wages, benefit of eviction/repossession or bankruptcy or imprisonment. In delivering the Service, the Service Provider will prioritise maximising Council revenue through effective debt recovery, whilst ensuring that residents are supported appropriately.

The Service Provider will operate from a central location within Brighton & Hove which is accessible to the public and can be reasonably accessed by public transport. The Service will be available Monday-Friday, for 52 weeks of the year. The premises will comply with access requirements as laid down in the Equality Act 2010.
