Asset Management System - Housing & Regeneration- Open

Slough Borough Council is seeking to procure a modern Housing Asset Management System to support the strategic management, maintenance and long-term investment planning of its housing stock portfolio of approximately 6,000 homes and associated housing assets. The Council currently manages key asset, stock condition and investment information across multiple spreadsheets and systems and is seeking a solution that provides a single, structured asset management platform capable of improving data quality, operational efficiency, reporting capability and investment decision-making.

The proposed solution will support the Council in strengthening its approach to asset intelligence, lifecycle planning, stock condition management and long-term capital investment planning, whilst improving visibility of property, component and compliance-related information held across existing systems. The system is expected to provide improved visibility of asset condition, component age, planned replacement requirements and investment needs, enabling more informed planning of planned maintenance, major works and future housing investment programmes.

The Council is seeking a system that supports: Asset register and property hierarchy management - Stock condition data management and lifecycle modelling - Planned, cyclical and major works investment planning - Visibility and reporting of compliance-related asset information to support asset oversight and investment planning - Integration with existing housing, repairs, compliance and reporting systems - Reporting, dashboards and analytics capability - Workflow management, audit trails and data governance - Future retrofit, EPC and sustainability data management requirements. A key objective of the procurement is to improve the Council’s ability to use existing operational, repairs and asset information to support better investment planning, programme coordination and long-term asset strategy development.

The Council is therefore seeking a solution with strong integration capability, flexible reporting tools and a scalable data model capable of supporting future business and regulatory requirements. The procurement forms part of the Council’s wider housing improvement and transformation activity and supports the Council’s commitment to improving the quality, sustainability and long-term management of its housing stock, whilst ensuring better value from future investment programmes. Suppliers should therefore demonstrate strong experience of delivering asset management solutions within the UK social housing or local authority sector, together with a clear understanding of housing asset management, stock investment planning and integration with core housing and repairs systems such as NEC Housing.
