Overview
Domestic abuse can have devastating consequences for those affected. Living with domestic abuse can raise significant health, psychological and sometimes child protection issues, it can also include negative impacts in relation to the workplace, finance, housing and social interactions.
Anyone can be affected irrespective of social class, age, gender, gender identity, ethnicity, religion or belief, sexual orientation, disability and race for example. The negative impact experienced by children is regularly underestimated, and often has long term consequences that can in turn impact on their own relationships.
Dudley MBC takes a serious and committed approach to addressing domestic abuse. We work closely in partnership across agencies and with communities to ensure that timely and effective help and support is available for individuals and their children who are in or leaving abusive relationships, in addition to ensuring that perpetrators are held to account for their actions.

How to Read This Tender
- 1This is a statutory contract — the work is legally required under the Domestic Abuse Act 2021, which means the council must commission it. This reduces uncertainty but also means requirements are set by law, not flexible.
- 2The contract is framed as 'consultancy' but it's really about evidence-gathering and strategy development — you're not delivering a service to abuse victims directly, but producing the documents and recommendations the council will use to shape their services.
- 3Pay close attention to the data sources mentioned: the tender documents will likely specify which partners you must engage with (local domestic abuse services, police, health services, housing providers, children's services). Check the full tender for a list of stakeholders you must involve.
- 4The 2-monthly review points are important — this isn't a hands-off contract. You'll need to explain progress regularly and be prepared to adjust your approach based on feedback from the Partnership Board.
- 5Look for detail on what 'outcomes framework with KPIs' means — this is vague in the summary. The full documents should clarify whether you're defining success measures, designing how the strategy will be monitored, or both. This affects scope significantly.
Tips for Small Businesses
- Consider partnering with a larger strategy or research consultancy if you don't have in-house expertise in needs assessments or domestic abuse policy — this looks like a contract where joint bidding (a consortium) could strengthen your bid without requiring you to employ specialists full-time.
- The 8-month timeline is tight for this work. In your bid, be explicit about your data collection and engagement schedule — show you've mapped out how many weeks for stakeholder interviews, data analysis, and drafting. This demonstrates you understand the pressure and have thought it through.
- Social value will likely be scored in the evaluation (most councils now do this). Highlight how your approach will involve and empower domestic abuse survivors and frontline workers in shaping the strategy — don't just extract data from them. Demonstrating you'll leave local capacity or knowledge behind (training, templates, etc.) will strengthen your bid.
