Suppliers may submit bids for one, several or all Lots.Customers will typically take delivery into their own bulk tanks however; the framework also includes a provision to offer Fuel Bunkering to support any customer seeking to purchase bulk fuel for their fuel card arrangements. To ensure transparency and alignment with market conditions, the pricing of liquid fuels supplied under this framework will be referenced against the relevant Platts Oil Price Index (Platts), typically on a weekly lagged basis.HVO (Hydrotreated Vegetable Oil), Biodiesel and similar renewable and alternative fuels are included within the scope of this Framework to support emerging customer needs across the public sector. Please refer to the tender documents for further details (including further details on each of the lots/sub-lots) - please ensure that you access the ITT Event / Activity (Activity summary screen) for these once an Expression of interest ('register interest’) has been completed (see also the below note in the case of Expressions of interest having already been completed). The framework agreement has the option to extend for up to a further 24 months.ESPO may choose to use the extension periods where;• The framework continues to provide customers competitive fuel pricing• It continues to meet customer needs for liquid fuelsESPO reserves the right to implement the extension period in part, full, or in increments (such as 2x 12-month periods). The total estimated framework value stated includes the option to extend as noted above.Note: If you are unable to complete an Expression of interest, this is likely to be due to this having already been registered via a previous notification e.g., the PME notice (an individual contact/Workgroup cannot complete more than once).

How to Read This Tender
- 1This is a framework agreement — the government isn't committing to a fixed quantity upfront. You'll be on a 'call-off' list and deliver fuel as they request. Read the contract terms carefully to understand minimum order sizes and pricing structure.
- 2Look for the 'pricing schedule' section — this is where you'll propose how much you'll charge per litre. Fuel prices fluctuate, so check whether pricing is fixed or adjusts with market rates.
- 3Hazardous materials supply contracts involve strict compliance. Find and review all referenced UK and EU fuel standards (BS EN specifications). Non-compliance can result in contract termination.
- 4Check the 'delivery locations' section carefully — if the government wants deliveries across the whole UK, you'll need nationwide logistics or need to partner with a distributor.
- 5Review the contract period and any break clauses. Government fuel contracts often run 2-5 years. Understand when either party can exit and what notice is required.
Tips for Small Businesses
- If you're a fuel distributor but don't have nationwide delivery coverage, consider subcontracting with larger logistics providers or partnering with other suppliers in a consortium. You don't need to do everything yourself.
- Government fuel tenders often have social value scoring — highlight if you employ local people, use green fuel alternatives, or support community initiatives. This can help your bid score higher.
- Fuel supply contracts require strong cash flow because you may deliver for 30+ days before payment. Make sure your business can absorb this — if not, negotiate payment terms upfront or partner with a company that can.
