Overview
Conwy County Borough Council (CCBC) is seeking to procure a Project Director, Project Manager and NEC4 Supervisor with specialist knowledge and expertise in cultural buildings for a major capital project at Venue Cymru in Llandudno. The Consultant appointed through this procurement will subsequently lead and deliver RIBA Stages 3 to 6. Prior to this Appointment, CCBC appointed Plann Limited to undertake RIBA Stages 1 & 2, culminating in submission of the RIBA Stage 2 Report.
The procurement of the Lead Consultant/Multidisciplinary Design Team and the Cost Consultant has been completed, with AOC Architecture appointed and currently progressing through RIBA Stage 2.The project is split into workstreams. Programmes for the two workstreams differ based on the Client’s scheduling requirements and funding deadlines.
It is anticipated that construction works for the two workstreams will be delivered independently however the shared project team will sit across both projects to support a coordinated and cohesive approach with awareness of any crossovers in design and construction. Whilst the same project team will take forward both workstreams, the design process for the auditorium and ventilation will progress ahead of the Culture Hub, to support the delivery of these works in 2027.

How to Read This Tender
- 1RIBA Stages explained: Stages 3-6 are the delivery phases after initial concept (Stages 1-2 already completed by others). Stage 3 is spatial planning, Stage 4 is detailed technical design, Stage 5 is preparing for construction, and Stage 6 is managing the handover. This is not early-stage design work — you're implementing someone else's vision.
- 2Two workstreams means complexity: The auditorium and ventilation will be designed and built first (2027), while the Culture Hub comes later. Your role requires managing two parallel but different-paced projects with one team, so communication and scheduling are critical.
- 3NEC4 is a specific contract type: This is a formal project management framework used by UK public bodies. If you don't have NEC4 experience, you'll need to either hire someone who does or partner with a firm that specialises in it.
- 4CCBC has already appointed architects (AOC Architecture) and cost consultants: Your role is to manage and coordinate these teams, not replace them. Check the full tender documents to understand the governance structure and reporting lines.
- 5Look for the 'Conditions of Contract' and 'Fee Schedule' sections in the full documents: These will tell you the budget, payment terms, and exactly what you're responsible for versus what other consultants handle.
Tips for Small Businesses
- Consider a consortium or subcontracting approach: If your firm is strong in project management but lacks NEC4 or cultural building experience, partner with a specialist firm that has this expertise. Many councils prefer seeing local SME involvement as part of larger teams, which can strengthen your bid.
- Emphasise any cultural venue experience: This is a 'specialist knowledge' requirement. Even if you've managed museums, theatres, galleries, or arts centres, highlight this prominently. Case studies of similar projects (phased delivery, complex stakeholder coordination) will be valuable evidence.
- Clarify resource and handover: In your bid, be explicit about who will cover each role (Project Director, Project Manager, NEC4 Supervisor) and confirm availability across the full programme. Councils worry about key staff leaving mid-project — show you have backups and clear knowledge transfer plans.
