Overview
The Task is for the provision of specialist consultants with extensive capability in and knowledge of pavement engineering research, particularly in the field of pavement materials, performance and management. This will assist SES Pavements team to provide technical assurance and support towards the delivery of Concrete Roads Programme, Major Projects and Regional Investment Programmes, in contribution towards National Highways Delivery Plan. the Consultant's staff will work alongside the Senior or Principal Pavement Engineer (Framework engineers) and will be expected to act as the Technical Approval Authority on pavement schemes (asphalt and concrete).
Submission
The following working method will be implemented with Framework engineers: a) Framework engineers are to work under National Highway's direction. b) Framework engineers are to sign any relevant Technical Approval documents c) Framework engineers will follow National Highways processes / procedures. d) In examining documents if there are any aspects of the proposals that are contentious these will be referred to NH staff who will sign (or countersign) that particular document. e) The circumstances referred to in (d) above would apply if there was the possibility of a conflict of interest (e.g. Framework engineer reviewing proposals submitted by their parent company). f) The option will always exist for the Framework engineers to refer to their own senior management if they consider that signing such a document compromises their position or that of their parent organisation.
