Scottish Futures Trust wishes to appoint a single supplier to provide legal advisory services relating to the Scottish Government’s Community Care & Wellbeing Programme (CCWP). The CCWP, which is at an early stage of development, aims to bring together primary, community and diagnostic services in a number of new community care and wellbeing centres (Centres) across Scotland.
It is expected to follow a standardised approach to service models, design, procurement and governance. As part of the CCWP, it is anticipated that a tranche of Centres will be delivered using private investment under a revenue funded structure, based on the Mutual Investment Model and using a form of strategic partnering / joint venture arrangement with a private sector delivery partner.
Scottish Futures Trust is leading the CCWP legal and commercial workstream on behalf of the Scottish Government, and this procurement is for legal advisory services to support that workstream. The required legal services are set out in the Invitation to Tender document, and include advice on structuring of partnering arrangements, developing a suite of contract and procurement documents, and legal advisory support for the procurement of a private sector delivery partner for the CCWP.

This procurement is for legal advisory services to support these key activities, as further described in the Invitation to Tender document. Duties of care will be owed by the supplier to the other named contracting authorities as well as to Scottish Futures Trust.
