Dalmuir Park Housing Association is looking for maintenance contractors to join a framework agreement covering 17 different Lots. You'll handle both emergency reactive repairs and planned maintenance work across 877 flats, houses, and shared closes in Dalmuir, Clydebank. This is a multi-year framework where you can be called on to do maintenance work as needed.
Requirements
- Must pass the Standard Selection Questionnaire (SPD) on minimum selection standards — this is a pass/fail gate before your bid is even looked at
- Must complete and submit the Specification of Works document with your pricing for each Lot you want to bid on
- Must complete the Tender Quality Questionnaire (TQQ) — scored out of 50 and ranked against other bidders
- Must submit Form of Tender with contract rates for each Lot
- Must provide evidential attachments to support your SPD submission
- Must upload all documents electronically via PCS postbox facility
- Must be able to handle both reactive (emergency) and planned maintenance work
- Must have capacity to service 877 properties across the Dalmuir area
Key Tasks & Deliverables
- Provide reactive (emergency) maintenance repairs to 877 tenanted flats, houses, and shared closes in Dalmuir, Clydebank as and when faults are reported
- Deliver planned preventative maintenance work scheduled by the Housing Association throughout the contract period
- Respond to maintenance callouts and complete repairs to the Housing Association's satisfaction and timescales
- Work across 17 different Lots (specific geographic areas or service types — details in full tender documents)
- Provide maintenance services to both directly-tenanted properties and factored properties (where residents own but Association manages common areas)
How to Read This Tender
- 1This is a 'framework agreement' not a single job — you're not bidding for one fixed amount of work. If selected, you'll be on a panel of approved contractors the Housing Association calls on as maintenance issues arise. Understand this model before bidding.
- 2The SPD (Standard Selection Questionnaire) is your gatekeeper — if you don't meet their minimum standards and don't get a 'pass', your quality score and price won't even be looked at. Treat this as your first priority and check what those minimum standards are in the full documents (e.g. insurance, staff qualifications, health & safety policies).
- 3Scoring works in two stages: (1) Price — you lose 1% from 100 for every percentage point your rates are higher than the cheapest bidder. (2) Quality — out of 50 points on your TQQ. Both are weighted (the documents don't state the weighting here, so check the full Specification of Works). Don't just bid cheap; a strong quality submission matters.
- 4The phrase 'refer Lot 1' appears repeatedly in the description — this means the full details of what each of the 17 Lots involves are in Lot 1 of the Specification of Works document. You must read that to understand what work you're actually tendering for.
- 5You can bid for any or all of the 17 Lots individually — you're not forced to bid for everything. Choose the Lots where you have genuine capacity and experience.
Tips for Small Businesses
- Consider bidding as a consortium or with subcontractors if you're small — maintenance frameworks often suit partnerships. A small plumber could partner with an electrician to cover more Lots and be more attractive to the Housing Association.
- Price competitively but realistically on the SPD. You'll likely be competing against established maintenance contractors with lower overheads. Don't underbid to the point you can't deliver — framework work is ongoing, so poor performance gets you off the panel quickly.
- Check if the Housing Association values 'social value' in the TQQ (the description doesn't mention it, but many housing associations do). If they do, highlight any apprenticeships, local hiring, or community benefits you offer — this can give you points even if your price is higher.
- Get clear on what 'reactive' vs 'planned' maintenance means to them before pricing — reactive work (emergency callouts) usually attracts different rates and timescales than scheduled work. The Specification of Works will detail this.
- Frame your quality submission (TQQ) around reliability, responsiveness, and tenant satisfaction — housing associations care deeply about tenant experience. Include case studies or references from previous housing association work if you have them.
