Overview
East Renfrewshire Council on behalf of the Health & Social Care Partnership (HSCP) is inviting tenders, from suitably qualified providers for the Provision of a youth counselling service. The purpose of this service is to work with East Renfrewshire HSCP, Education and partners to deliver flexible, high-quality counselling services to children and young people aged 10-18 years living or educated within East Renfrewshire.
This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure.
Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the SPD in PCS-T. The anticipated start date for the contract is early July 2026.
Eligibility & compliance

The provider will offer a flexible service to children and young people (CYP) of East Renfrewshire: - CYP educated within the authority, - CYP who reside in the authority - CYP who are care experienced The service will predominantly – but not exclusively – be delivered within a school setting. Additional information: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
