Fedcap is looking for potential partners to help design and run a government service that will retrain oil and gas workers for new jobs in growing industries like renewables and green energy. This is early-stage partnership development — the actual full contract (ITT) will come later from the Department for Energy Security & Net Zero.
Requirements
- Demonstrated national or sector-specific reach to employers
- Proven workforce transition and employability support capability
- Technical training capacity in priority growth sectors (renewable energy, etc.)
- Regional delivery infrastructure and established local labour market knowledge
- Ability to create employer-led workforce pathways connected to real job vacancies
- Scalable mobilisation and delivery capability to grow the service quickly
Key Tasks & Deliverables
- Contribute to the design of an employer-led workforce transition service
- Deliver training and support to help oil and gas workers transition to sustainable employment
- Provide technical training aligned to priority growth sectors
- Establish and manage employer-led pathways that connect workers to real vacancies
- Deliver the service across regions where you have local infrastructure and labour market knowledge
- Scale delivery capability to meet growing demand for the service
How to Read This Tender
- 1This is NOT a direct contract tender yet — it's a 'Request for Partnership' (RFP) to identify suppliers before the formal ITT is released. Responding now helps you shape the service design and positions you for the main contract.
- 2Watch for the terms 'employer-led' and 'priority growth sectors' — the government wants jobs in renewables and green energy, not just any training. Show you can connect workers to real vacancies with actual employers.
- 3The emphasis on 'scalable mobilisation' means they want partners who can start small but grow quickly. Be clear about how you'd expand if the contract grows.
- 4Regional delivery is critical — don't apply if you only operate in one area. Show you understand local labour markets in multiple regions.
- 5This RFP is market engagement only. Look for the full ITT release date and tender conditions in the full documents — that's when the real contract terms, timescales, and funding will be clear.
Tips for Small Businesses
- Consider consortium bidding: if you're strong in training but weak on employer networks, partner with a larger organisation that has national employer reach. Many successful bids combine regional delivery expertise with national scale.
- Start building employer relationships NOW if you don't have them. The government will score heavily on 'real vacancies' — collect job orders and employer partnerships before the full ITT launches.
- Highlight any existing work transitioning workers between industries or sectors. Case studies showing workers you've successfully retrained (with employer testimonials) will be powerful evidence.
