Overview
The University is seeking a Contractor for the Provision of In-Country Presence in Kenya. The Directorate of Future Students and Marketing key function is to develop, manage and execute the University’s marketing and recruitment strategy, enabling the University to achieve student recruitment targets (all degree levels) from UK and international markets, as well as more broadly build and bolster our brand position and levels of recognition.
The University has identified a need for Kenyan Regional presence to support recruitment targets and associated objectives. Kenya is a key diversification market for GCU, offering strong growth potential supported by a young and expanding population and increasing demand for international study.
As the largest economy in East Africa, Kenya continues to produce a growing number of students seeking overseas education opportunities. We require an in-country presence to maximise recruitment opportunities for GCU postgraduate courses and to also grow the appeal of GCU undergraduate courses in the market.
Additional details
Based on research and previous experience of the HE sectors; this presence should be in a city hub – ideally Nairobi – as that fits well with our course portfolio and provides the institution with competitive advantage. We are requesting recommendations as how best to resource this.

How to Read This Tender
- 1This is a service contract, not a supply contract — you're being asked to provide staff, expertise, and presence rather than goods. Think about whether you can staff an office in Kenya or partner with a local organisation.
- 2The phrase 'recommendations as how best to resource this' is key — the University is open to different solutions (e.g. hiring local staff, using an agent, opening a franchise-style office). Your proposal should explain your proposed model clearly.
- 3Kenya is flagged as a 'key diversification market' — this is strategically important to the University, so they'll want a partner who understands the East African higher education market and can deliver consistent growth.
- 4Watch for the distinction between postgraduate and undergraduate: postgraduate is the priority. Make sure your proposal clearly addresses how you'll target each segment differently.
- 5The full tender documents will likely contain: recruitment targets (specific numbers of students per year), budget, contract duration, KPIs (key performance indicators), and reporting requirements. Request these early and read them carefully before bidding.
Tips for Small Businesses
- Consider a consortium or partnership approach if you don't have existing Kenya presence — partner with a local Kenyan education recruitment agent or agency already operating there. This reduces your risk and speeds up market entry. Make clear in your bid who does what.
- Highlight any experience you have with student recruitment, education marketing, or East Africa. Even if you're not currently in Kenya, evidence of successful recruitment campaigns elsewhere will strengthen your bid.
- The University will want to see realistic recruitment targets and a clear plan for hitting them. Include metrics: how many student enquiries you'll generate, conversion rates, cost per student recruited. Back these up with evidence from similar markets.
