Overview
It is nationally recognised that service users with a Mental Health condition or Learning Disability are more likely to also have physical health issues and residing in inpatient services for long periods of time can result in service user's being more likely to develop long term physical health conditions. A number of service user's within each of the units covered by the service level agreement will have been admitted from outside of the Cheshire footprint and therefore will not be registered with a local GP.
This service provision allows access to ongoing physical health monitoring/ screening. General Medical Services are necessary for our secure mental health service users and we are happy with the service that Readesmoor GP practice have provided to date, we have no issues and are happy to continue with the Provider for the next year via Direct Award C
Due diligence has been carried out and the Provider to ensure their economic and financial capacity to perform the contract. The provider has worked collaboratively with the service to ensure patients have a smooth and seamless care programme.

How to Read This Tender
- 1This is a 'Direct Award' contract under the Provider Selection Regime (PSR), not a competitive tender — the trust has already decided to award it to the existing provider, Readesmoor GP practice. If you want to challenge this decision, you have until 27 May 2026 to submit a formal representation to cwp.contracts@nhs.net.
- 2The contract value is approximately £30,898 for one year (1 April 2026 to 31 March 2027) — this is relatively small, so it's likely a specific service rather than a full GP practice contract.
- 3The 'Provider Selection Regime Regulations 2023' apply here, not the standard Procurement Act 2023 — this means different rules apply, so check those specific regulations if you're considering challenging the award.
- 4The notice emphasises that there has been 'no substantial change to the nature or cost' of the service, and the existing provider is rated as 100% capable — this signals the trust is very satisfied and unlikely to change providers.
- 5Look for the full tender documents on the official NHS contracting portal; this summary focuses on why they chose the incumbent provider, but you'll need detailed service specifications, performance metrics, and payment terms from the full documents.
Tips for Small Businesses
- This is a Direct Award to an existing provider, so there's no competitive tender opportunity — however, if you believe the decision is unfair or non-compliant with PSR regulations, you can lodge a formal challenge by 27 May 2026 to cwp.contracts@nhs.net.
- The contract value (£30,898) is modest and covers a specialist service (secure mental health inpatient GP care), so if you operate a GP practice or health services business, consider whether you could subcontract elements or partner with the awarded provider rather than bidding directly.
- If you're interested in NHS contracts with CWP Secure Services, use this as a learning example — note how they value continuity, collaborative working, governance quality, and carer support. These factors matter more than cost in this context, so future tenders may prioritise similar qualities.
