Overview
East Renfrewshire Council on behalf of the Health & Social Care Partnership is inviting tenders, from suitably qualified providers for the Provision of a Healthier Minds Wellbeing Service. East Renfrewshire Council, on behalf of the Health and Social Care Partnership, are commissioning a refreshed service which closely aligns to existing services and our vision to deliver the Promise.
This service will deliver targeted help and support to children, young people, and families to improve mental wellbeing. This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T).
We will apply a one stage Open procedure. Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the SPD in PCS-T.
Eligibility & compliance
Bidders must self-certify their adherence to the conditions of participation via the SPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award.

The anticipated start date for the contract is early July 2026. The contract is for an initial period of 2 years plus an optional 1-year extension.

The service will be embedded within our existing Healthier Minds model and will work with children and young people aged 8 – 18 years old who attend school in East Renfrewshire or who ordinarily reside in East Renfrewshire. Whilst it is expected that a range of flexible supports will be provided, a key element of the service will be to ensure that children and young people’s presenting needs are held within the context of family relationships.
In addition to individual work, this will necessitate systemic family work which involves working with all family members to help build connection and a sense of safety within relationships so all family members, especially children, have their needs recognised and met. Additional information: Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
