Overview

North of England Commissioning Support (NECS) is a care system support organisation hosted by NHS England and is working for and on behalf of NHS England North East & Yorkshire Health & Justice (Yorkshire and the Humber) (the Relevant Authority) and is managing this market engagement exercise for the provision of an Accredited Pulmonary Rehabilitation Programme Support Service: The Commissioners require an Accredited Pulmonary Rehabilitation Programme Support Service to assist the Healthcare and Gymnasium teams within the Adult Prisons in North East & Yorkshire in delivering an ongoing programme of Accredited Pulmonary Rehabilitation for the patients in their care. It is hoped that outcomes would include improved health and well-being for patients and a reduction in exacerbation, which in turn would reduce the numbers of patients requiring access to secondary and/or specialised services.

The Accredited Pulmonary Rehabilitation Programme Support Service will develop virtual training packages for use with patients within Prisons, provide training for staff and provide a 'critical friend' / QA service for Prison Healthcare and Gymnasium staff to enable them to support the patients within their care. It is also expected that should there be any changes to national guidance on the delivery of Accredited Pulmonary Rehabilitation, the virtual training packages and staff training will be updated and disseminated.

The contract will be for 2-years in the first instance with a value of £10,000 per annum, and an independent review will also be Commissioned to ascertain the value for money and effectiveness of the service. This review will be utilised to support future decisions as to whether then programme will be continued beyond the lifetime of the initial contract.

Medium Complexity

NHS England North East & Yorkshire is looking for a specialist organisation to support pulmonary (lung) rehabilitation programmes in adult prisons across the region. This is a market research exercise (called a Request for Information) to understand who can deliver this service—it's not yet a formal tender, but expressing interest now could lead to a real contract worth £10,000 per year for 2 years.

Requirements

  • Must be able to deliver accredited pulmonary rehabilitation programmes (or demonstrate clear understanding of national accreditation standards)
  • Must be able to create virtual training packages suitable for use in prison settings
  • Must be able to train prison healthcare and gymnasium staff
  • Must be able to provide quality assurance ('critical friend') support to prison teams
  • Must be able to update training materials when national guidance on pulmonary rehabilitation changes
  • Must be able to work within adult prisons in North East & Yorkshire region
  • Must register on the Atamis electronic tendering portal to access full RFI documentation

Key Tasks & Deliverables

  • Develop virtual training packages for pulmonary rehabilitation patients in prisons
  • Deliver staff training to prison healthcare teams and gymnasium teams
  • Provide ongoing quality assurance and 'critical friend' feedback to prison staff delivering the programme
  • Monitor and update virtual training packages and staff training materials when national pulmonary rehabilitation guidance changes
  • Support measurement of outcomes (patient health improvement and reduction in hospital exacerbations)

How to Read This Tender

  • 1This is a Request for Information (RFI), NOT a tender yet — the buyer is just gathering market information and understanding who might be interested. Responding is free and doesn't obligate you to bid later, but it gets you on their radar.
  • 2The actual contract tender will appear on Find a Tender Service at a later date—this RFI is your early warning signal and chance to ask questions before the real bidding starts.
  • 3Watch the dates carefully: RFI documents open 8 May 2026 and responses close 22 May 2026 at noon. You must register on the Atamis portal (free) to access the full RFI questions and submit your response.
  • 4This is a relatively low-value contract (£10,000/year), so it suits smaller organisations, but the buyer will commission an independent review to assess whether the service works—be ready to discuss how you'll demonstrate impact.
  • 5The contract is only 2 years initially and will be reviewed for renewal, so frame your response around scalability and measurable outcomes for prisoners' lung health.

Tips for Small Businesses

  • This is ideal for a specialist small business with pulmonary rehabilitation expertise—the low contract value (£10,000/year) shouldn't scare you off, as it's unlikely to attract large competitors, and you could potentially subcontract virtual package development to keep costs low.
  • Consider partnering with a prison healthcare training provider or gym specialist if you lack direct prison experience—forming a simple consortium for the RFI response shows you understand the prison environment and can build credibility.
  • Emphasise how you'll measure success (e.g., reduction in patient hospital admissions, staff confidence scores, patient wellbeing improvements)—the buyer is explicitly commissioning an independent review, so demonstrating how you'll track outcomes will strengthen any future tender bid.
