How to Read This Tender
- 1This is a 'Competitive Process' tender under NHS healthcare regulations, not a standard commercial contract — expect compliance requirements and CQC oversight to be central to evaluation.
- 2The contract is split into 4 separate 'Lots' (the four surgeries) — you can bid for just one practice or multiple practices; each has its own budget and patient population, so read the specific details for each location carefully.
- 3The 'affordability threshold' is the maximum the NHS will spend on each practice over 5 years — this is your budget ceiling, not a guaranteed payment; understand that APMS contracts are typically activity or capitation-based, not lump sums.
- 4Note the lease complications: Mollison Way's lease expires in October 2026 (before the contract starts in November 2026), so the winning bidder must negotiate an extension immediately — flag this as a potential delay or additional cost.
- 5Registration is mandatory via the NHS Salesforce portal (not a traditional tender website) — allow time to set up an account and familiarize yourself with the system; the deadline is 29 June 2026 at midday, so do this well in advance.
Tips for Small Businesses
- If you're a smaller provider, consider bidding for one practice (Sudbury at £7.738m is the smallest budget) to prove capability before scaling to larger practices; alternatively, explore forming a consortium with another experienced APMS provider to strengthen your bid.
- The lease negotiations (especially Mollison Way) represent hidden costs and operational risk — budget for legal and surveyor fees, and have a property strategy in place before submitting; confirm lease terms in full tender documents to avoid post-award surprises.
- All four practices have 'Good' CQC ratings, so the NHS expects you to maintain or improve this — highlight your quality assurance, clinical governance, and staff development plans prominently in your bid; any CQC downgrade could trigger contract termination, so make quality a core differentiator.
