High Complexity

The UK government is looking for a contractor to operate a 24/7 Security Control Centre that receives alarm alerts, monitors security cameras, handles radio communications, and coordinates emergency response. This is a round-the-clock operation running every single day of the year for a central security facility.

Requirements

  • Ability to operate a facility 24 hours per day, 365 days per year with no closures
  • Experience operating an Alarm Receiving Centre (ARC) — receiving and processing alarm notifications
  • Experience operating a Remote Video Receiving Centre (RVRC) — monitoring live video surveillance feeds
  • Radio communication technology capability and experience
  • Emergency incident response coordination and control capability
  • Security clearance or ability to obtain appropriate security vetting (typical for government security contracts)
  • Check the full tender documents for staffing levels, technical specifications, and service level agreements not detailed in this summary

Key Tasks & Deliverables

  • Receive and process alarm notifications from connected alarm systems 24/7
  • Monitor real-time video surveillance system feeds continuously
  • Operate and manage radio communication systems for security and emergency response
  • Coordinate and control the response to security incidents and emergencies
  • Maintain facility operations without interruption 365 days per year including weekends and bank holidays
  • Log, record, and report all incidents and communications as required

How to Read This Tender

  • 1This is a regulated procurement under PCR2015 (Public Contracts Regulations) — this means the tender process must follow strict government procurement rules, so deadlines and submission requirements are non-negotiable.
  • 2The note about 'Reg 72 PCR2015 modification' means this is a contract variation or update to an existing contract already published on Contracts Finder — check the original contract notice for the full details, pricing, and duration because they're not all in this summary.
  • 3Look for the service level agreement (SLA) in the full documents — this will specify response times for alarms, video monitoring quality standards, and incident response requirements which are critical to costing your bid.
  • 4Pay attention to staffing requirements — 24/7/365 operations means you need shift rotas, holiday cover, and sick leave contingency built into your pricing and operational plan.
  • 5Check whether this is a new contract or a renewal/extension of an existing service — this affects whether you're competing against an incumbent provider and what service continuity requirements apply.

Tips for Small Businesses

  • If you don't have ARC or RVRC experience in-house, consider forming a consortium with or subcontracting to a specialist security services firm that does — many small businesses win these contracts by partnering with experienced operators rather than trying to do everything themselves.
  • Government contracts often score points for social value (hiring local staff, apprenticeships, supporting disadvantaged groups) — factor this into your bid plan early, especially for a facility that will need permanent staff.
  • Get clarity on the contract duration, renewal options, and staffing levels required before spending time on your proposal — if it requires 50+ staff working shifts, a very small business may struggle with the operational overhead and insurance costs, so partner accordingly.
