AI Analysis

Balfour Beatty VINCI (a major UK-French construction joint venture) needs a specialist crane and lifting company to lift and install 226 large concrete beams (some weighing up to 93 tonnes) onto a new bridge structure on the M42 motorway as part of the HS2 railway project. This is a high-risk job because the work happens over a live, busy motorway and must meet very tight tolerances.
Requirements
- Proven experience as a specialist lifting contractor with major road closures and motorway work
- Demonstrated experience lifting and installing precast prestressed concrete beams
- Experience working on or near National Highways assets
- Capacity and resources to handle beams up to 93 tonnes
- Technical ability to work to tight installation tolerances on elastomeric bearings
- Experience with Complex Project Agreement (CPA) Contract Lifts (high-risk lifts)
- Alignment with BBV values: Integrity, Leadership, Respect, Safety
- Verifiable track record with references and evidence of past similar projects
Key Tasks & Deliverables
- Plan and coordinate the lifting operation for 226 precast prestressed inverted T-beams
- Install beams across three separate spans of the Coleshill Box Structure
- Position beams onto elastomeric bearings with precision to tight tolerances
- Install beams both with and without pre-installed diaphragm shutters already in place
- Execute lifts safely over a live M42 motorway with minimal disruption
- Manage and coordinate major road closures on the motorway in liaison with National Highways
- Ensure all work complies with HS2 and BBV safety and quality standards
How to Read This Tender
- 1This is a pre-qualification notice, not yet a full tender — you're being assessed on experience first. BBV will shortlist suitable companies, then only those companies will receive the full Invitation to Tender (ITT) documents with detailed technical specs and pricing requirements.
- 2The phrase 'CPA Contract Lift' means this is classified as high-risk work requiring specialist insurance, competence, and formal risk management — check your insurance broker now to confirm you can get appropriate cover for motorway lifts.
- 3Pay close attention to the 'values and behaviours' section — BBV explicitly states they select based on cultural fit, not just technical ability. Your bid response should address how your team demonstrates Integrity, Leadership, Respect, and Safety in your past projects.
- 4The mention of 'tight tolerances' on elastomeric bearings means millimetre-level precision — this isn't routine crane work. Demonstrate previous experience with bridge beam installation, not just general lifting.
- 5If shortlisted, you may be invited to a formal presentation or webinar interview to demonstrate capabilities — prepare case studies, photos, and testimonials from similar projects (Crossrail, Smart Motorway, or other major infrastructure projects are strong examples).
Tips for Small Businesses
- As a small lifting contractor, this is a high-value contract but also high-risk and complex — consider whether you have the capacity, insurance, and team to deliver 226 beam lifts over a live motorway. If not, explore subcontracting to a major lifting company under a larger prime contractor bidding for the work, or forming a consortium with a partner who handles the motorway coordination while you provide specialist lifting crews.
- HS2 and BBV place heavy emphasis on demonstrated values and culture fit — include testimonials, safety records, and case studies showing how your previous teams have worked safely and collaboratively on major projects. A strong Health & Safety record and examples of zero-incident major lifts will strengthen your pre-qualification submission significantly.
- The scope mentions 'diaphragm shutters' and 'elastomeric bearings' — if your team isn't familiar with bridge engineering terminology, get clarification from a structural engineer or bridge specialist before submitting. Misunderstanding the technical detail could disqualify you or lead to costly errors later.
