The Ferrovial BAM Joint Venture needs a design consultant to create temporary structures and facilities at construction compounds and railheads along a railway route. These are not permanent installations — they're needed to support the main construction work and won't be part of the finished railway. You'll be designing temporary buildings, utilities, roads, drainage, fencing, and security systems at multiple locations that haven't been confirmed yet.
Requirements
- Must be able to design temporary works (not permanent railway infrastructure)
- Must coordinate and integrate temporary works design with permanent works design
- Must liaise with the Permanent Works Designer throughout the project
- Must work within compounds and railheads along the railway route
- Must NOT design track layouts, track geometry, track drainage, low-rail-weight (LWR), switches and crossings (S&C) hardstanding areas, or associated gantry foundations
- No specific certifications or qualifications listed in this notice — check full tender documents for professional requirements
Key Tasks & Deliverables
- Design temporary site buildings and offices for construction compounds
- Design temporary utility systems and services (water, power, etc.)
- Design temporary roadways and hardstandings (surfaces where vehicles and equipment will be positioned)
- Design temporary site drainage systems to manage water on construction sites
- Design fencing around compounds
- Design lighting and security systems for temporary facilities
- Coordinate your temporary designs with the permanent railway works designer to ensure everything works together
- Attend site meetings and liaise with other contractors in the Alliance as needed
How to Read This Tender
- 1This is a 'Framework' contract — that means you're not being hired for one specific job, but joining a pre-approved list of designers the client can call on. Read the full terms to understand how work orders are issued and how payment works.
- 2Pay close attention to the mobilisation timeline: soft start October 2026, full start February 2027. This is when you'd need to be ready to start work, so check if you have capacity.
- 3The compounds and railheads 'locations are still to be confirmed' — this means you don't know exactly where you'll be working yet. Ask in the tender documents how many sites you might need to design for and what the geographical spread is.
- 4Watch the scope exclusions carefully: you are NOT designing the track itself or track-related structures. This keeps your work focused on temporary site facilities, not railway engineering. Don't accidentally bid for track work.
- 5Integration with the Permanent Works Designer is critical — this is a collaborative role, not standalone work. You'll need clear communication channels and regular coordination meetings built into your plan.
Tips for Small Businesses
- Consider partnering with a larger engineering firm or other specialists as a subcontractor or consortium member — this type of infrastructure work often requires experience with major railway projects, and a consortium can spread risk and combine expertise.
- Look at the Alliance structure: the contract mentions 'other Railway System Contractors from the Alliance.' Ask who these are and whether they have preferred or pre-approved subcontractors — there may be procurement pathways already in place.
- Temporary works design is often underestimated on timescale and complexity. Build in contingency for multiple design iterations, site visits to unknown locations, and coordination meetings with multiple stakeholders. Factor in H&S compliance for construction sites too.
