Overview
Powys County Council (the Council) is seeking to engage with suitably qualified and experienced organisations for Early Years Pre School Education Provision in Powys. Since September 2017, Powys early years education has been provided via contracted early years settings.
From September 2025, the Council will be seeking to award new contracts for the next five years. All 3 and 4 year olds will have access to up to 10 hours of Early Years Education per week during term time.
The new funding formula from April 2026 6.67 GBP per hour per child. The provision will be split into catchment area lots.

Contract duration - Individual setting contract lengths - 4 years with the option to extend for a further 2 years at the Council's discretion. The Council intends to let a pseudo framework agreement under Regulations 74 to 77 of the Public Contract Regulations 2015 Light Touch Regime.
The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers. The Council may decide in future to re-open the framework to allow providers to join, should the Council need to meet demand.
