AI Analysis

SEC Procurement Limited is setting up a 4-year Dynamic Purchasing System (DPS) for construction and development work. If you're selected, you'll be on their approved supplier list and can bid for individual construction projects that member organizations and public bodies call off from the framework — these individual projects can last longer than the 4-year DPS term itself.
Requirements
- You must specify which of the 5 construction categories you want to work in (Site Preparation, New Build up to £5m, New Build £5m-£10m, New Build £10m-£50m, or New Build over £50m)
- You must declare which UK regions you're willing and able to work in
- You must comply with UK Procurement Regulations (Public Contract Regulations 2015 and The Procurement Act 2023)
- You must complete a Selection Questionnaire as part of your application
- If you're not already a corporate member of SEC Procurement, you may need an Access Agreement to participate if you're a public body or contracting authority
Key Tasks & Deliverables
- No specific individual projects or deliverables listed — this is a framework agreement, not a single contract. Your tasks will be determined when public bodies call off work from the DPS and you win individual 'Further Competition Contracts'
- Possible work across 5 categories: demolition and site clearance, decontamination and remediation; new building and construction projects ranging from under £5 million up to over £50 million in value
How to Read This Tender
- 1Understand what a DPS (Dynamic Purchasing System) is: it's not a job offer, it's getting your company pre-approved so you can compete for real projects later. Think of it as joining a supplier panel.
- 2The 5 categories are divided by project value — you can apply for all of them or just the ones your business can handle. Be honest about which ones you can realistically deliver.
- 3The 4-year term applies to the DPS agreement itself, but individual projects called off may run longer — so you could win a project in year 3 and deliver it in year 5.
- 4Regional flexibility is built in: you pick regions now, but can change them as your business grows, so don't feel locked in.
- 5Look carefully at the full tender documents (not provided here) for: the Selection Questionnaire criteria, scoring methods, and what financial/insurance/safety qualifications they'll check before approving you.
Tips for Small Businesses
- You can apply for multiple categories and multiple regions with no penalty, so cast a realistic net — apply for Category 2 (up to £5m) if that's your typical project size, but also apply for Category 3 (£5m-£10m) if you've done that scale before, to maximize opportunities.
- This DPS will be accessed by many public sector organizations (councils, NHS trusts, universities, etc.), so being on it opens doors to lots of potential clients calling off work — research who the member organizations are to understand the pipeline.
- Consider subcontracting: you don't have to do everything yourself. If you win a £7m project but need specialist demolition or remediation, you can partner with other DPS suppliers, so apply even if you're not the full-service type.
